KANUNGU, UGANDA – The Minister of ICT and National Guidance, Hon. Dr. Chris Baryomunsi, has praised the Uganda People’s Defence Forces (UPDF) for its professional discipline and its expanding role in multidisciplinary national development.
Speaking yesterday at Kangarame Church of Uganda during the official handover of completed Tarehe Sita projects to the Kanungu District leadership, Dr. Baryomunsi reflected on the army's evolution. He contrasted the "dark image" of the military from 40 years ago with the modern UPDF, which he credited to the NRM’s ideological foundation.
Dr. Baryomunsi, regarded as a primary custodian of NRM ideology, emphasized that the UPDF is built on the principle of humanity and the four core pillars of the National Resistance Movement:
• Nationalism: Prioritizing national interests over sectarianism to foster unity and consciousness.
• Pan-Africanism: Advocating for regional integration and African self-reliance.
• Democracy: Ensuring stable governance and political participation.
• Socio-economic Transformation: Driving infrastructure development and improving living standards.
“These pillars serve as the guiding principles for governance, aiming to build a prosperous and united Uganda,” Dr. Baryomunsi noted. He further reassured the public that the army would protect all Ugandans—regardless of political affiliation—to ensure a free and fair environment in the upcoming elections.
In his capacity as the Minister of National Guidance, Dr. Baryomunsi provided essential civic education regarding the upcoming electoral process. He urged citizens to turn up in large numbers and remain vigilant at polling stations.
He highlighted the importance of Biometric Voter Verification (BVV) technology, explaining that:
• Voters must be verified via fingerprints or facial recognition.
• The technology utilizes biological entries to ensure one-person-one-vote.
• The system’s memory is designed to maintain the integrity of results based on unique biological data.
The ceremony marked the conclusion of several high-impact civil-military activities in Kanungu. The projects handed over by the UPDF included:
• Infrastructure: A new classroom block at Kangarame Primary School and two vital bridges at Katete and Kihanda.
• Healthcare Support: Delivery of hospital mattresses, beds, and waste bins to local health facilities.
• Environmental & Health Initiatives: Extensive tree-planting exercises and medical camps that provided free treatment to thousands of residents.
Dr. Baryomunsi concluded by thanking the UPDF for its "civil-military cooperation," noting that such projects bridge the gap between the armed forces and the civilians they serve.
