Works Minister Fred Byamukama Summoned to Parliament Over Road Accidents, Abandoned Projects

KAMPALA — The Parliamentary Committee on Physical Infrastructure has summoned the Minister of Works and Transport, Fred Byamukama, to explain the rising number of road accidents and the status of road projects that have been abandoned by contractors across the country.

The minister is expected to appear before the committee on Tuesday as lawmakers seek clarification on the challenges affecting Uganda’s transport sector, including road safety concerns and delays in the implementation of government-funded infrastructure projects.

The summons follows growing concerns among legislators over the continued loss of lives on Uganda’s roads and complaints from communities affected by incomplete road works. MPs want to understand what steps the ministry is taking to address the causes of road crashes and ensure contractors meet their obligations.

Uganda has continued to face challenges in road safety, with accidents involving motorcycles, passenger vehicles and commercial transport vehicles contributing significantly to injuries and deaths. Authorities have previously pointed to factors such as reckless driving, speeding, poor road user behaviour and inadequate enforcement as some of the causes of crashes.

On infrastructure development, lawmakers are expected to question the ministry on why some contractors have stopped work on road projects, the financial and contractual implications of stalled projects, and the measures being taken to ensure completion.

The committee's engagement with the minister is part of Parliament's oversight role in assessing government programmes and ensuring public funds allocated to infrastructure projects deliver the intended services.

Byamukama is expected to provide updates on the affected projects and outline the ministry's response to concerns raised by the committee.
