Activist Sarah Bireete Faults Major Changes to Sovereignty Bill

Kampala, Uganda — May 1, 2026 — Prominent governance advocate Sarah Bireete has raised concerns over the extensive amendments made to Uganda’s proposed Sovereignty Bill, saying the changes warrant its withdrawal and reintroduction.

Bireete argued that the bill, in its current amended form, differs significantly from its original version, casting doubt on the integrity of the legislative process.

 

“The amended bills have more than 50% change. Actually, the Sovereignty Bill should have been withdrawn — that would have been the right thing,” she said.

 

Her comments come at a time when the bill continues to generate debate among policymakers and civil society groups, with some supporting its intent while others question its evolving content.

According to Bireete, legislative best practices require that any bill undergoing substantial modification be reintroduced to ensure transparency, public participation, and adequate scrutiny by all stakeholders.

The Sovereignty Bill has been presented as a key instrument aimed at reinforcing Uganda’s autonomy in policy decision-making. However, observers warn that unclear or significantly altered provisions could create uncertainty, particularly in areas affecting private enterprise and institutional governance.

Bireete’s remarks are likely to intensify calls for Parliament to revisit its approach to the bill, as pressure mounts for adherence to proper legislative procedures.

With discussions still ongoing, the fate of the bill remains uncertain, as lawmakers weigh the implications of the proposed changes against growing public and expert concern.
